China’s Quiet Revolution in Innovation
The notion that America’s tech superiority is facing a Sputnik moment has become a familiar trope in recent years. This narrative often centers on Chinese AI models like DeepSeek and hypersonic missile tests, warning of Beijing’s rapid advancements in critical technologies. However, a new study by Harvard Business School’s Josh Lerner and his co-authors suggests that this narrative is incomplete – and possibly even misguided.
The researchers analyzed nearly 14 million Chinese patents and found that universities account for more than a quarter of the country’s inventions in key areas such as advanced computing, space technology, AI, hypersonics, and biotech. This contrasts sharply with the US, where academic patenting is often seen as secondary to corporate innovation. In China, state-owned enterprises and government institutions play a relatively minor role in driving patent production.
Fewer than one in ten Chinese critical technology patents involve an inventor with US work experience. This challenges the assumption that Beijing relies on returning American talent for its innovation. Instead, it appears that China has developed a diverse range of innovators across various sectors – with universities at the forefront.
The study’s findings are particularly noteworthy given the context of the Trump administration’s cuts to federal research funding and grant rules. The US scaled back investment in basic research, capping reimbursement rates for university overhead costs and terminating or suspending thousands of grants worth billions of dollars. This move may have long-term consequences on American innovation, as Lerner notes: “You don’t really see the consequences until perhaps years or even decades afterwards.”
The implications are far-reaching. If China continues to invest in its universities and research institutions, it could create a significant gap between the two nations’ innovation capabilities. The rankings are already catching up to the money – Harvard lost its top spot in the Nature Index Research Leaders to Zhejiang University, with nine of the top 10 academic institutions now Chinese.
Critics argue that commercialization rates for Chinese university patents remain low and few are filed overseas. However, this overlooks the fact that China’s patent system is still evolving, and it’s possible that Beijing’s strategy is focused on long-term gains rather than immediate returns.
The US can no longer rely solely on its corporate giants; it needs to reinvigorate its academic research base and invest in basic science. As Dan Wang, a China analyst at Eurasia Group, notes: “Commercialization rates for Chinese university patents remain low… But the rankings are catching up to the money.”
